MR1 helper

Form MR1 is how a tenant asks the First-tier Tribunal (Property Chamber) to decide the open market rent after a landlord's notice of increase (form 4 or 4A). This page goes through the form's questions in plain English, in the form's own sections and order, and gives you a summary to print and copy into the official form. Nothing you enter is stored, and nothing is sent to the tribunal or your landlord. Your name, address and contact details, and your landlord's, aren't asked for here: write them straight onto the form.

You apply yourself, on GOV.UK. Online at GOV.UK's apply service (the tribunal sends your application to the landlord), or with the MR1 form by email to marketrents@justice.gov.uk or by post to First-tier Tribunal (Property Chamber) Residential Property – Market Rents, PO Box 10057, Leicester LE19 9EP, sending a copy to your landlord yourself. The tribunal has to receive it before the start date of the new rent in the notice. The fee is £47, or nothing if the notice was served before 1 May 2026 or the home is social housing; help with fees is possible on a low income. To challenge only the notice's legal validity, the paper form is the only route. Source: GOV.UK's guidance (updated 10 August 2026) and the form itself, MR1 (08.26).
