From the tribunal's reasons on the amount
on 65% of the rent paid. Reasons for the tribunal’s decision. The Tribunal was satisfied beyond reasonable doubt that the respondent has committed an offence pursuant to s41 of the Housing Act 2004, namely that he is a person having control of a house which is required to be licensed under s95(1) of the 2004 Act but was not so licensed. … 44(4), though the factors in that subsection are the main factors that may be expected to be relevant in the majority of cases…… 27.
