From the tribunal's reasons on the amount

with the seriousness of [the landlords’] behaviour. A larger penal sum would be justified, if the Tribunal had the power to make it. … It is the result which inevitably follows from using the repayment of rent as the penalty rather than a fine. The maximum RRO, set by the amount of the rent, is a cap, not the maximum or other measure of the gravity of the parties’ conduct. A landlord’s good conduct or a tenant’s bad conduct may lower the amount of the RRO and section 44(3) finds expression in that way.

An extract from the part of the decision that sets the amount. To keep people's names out, any sentence that might contain one is left out (marked …). The full reasons are in the original decision.

Past decisions are not a prediction. The tribunal decides each case on its facts, including the landlord's and tenant's conduct.
