From the tribunal's reasons on the amount

The tribunal makes no deductions for any utilities as these were paid for by the applicants in addition to the rent. The tribunal considered the seriousness of the offence. The tribunal had regard to the type of the offence and the protection to tenants it was intended to provide. The tribunal, therefore, considers the offence, although not the most serious of its kind, was sufficiently serious that only a 20% deduction should be made. … The tribunal considered the conduct of the parties. The tribunal considers the level of disrepair was not substantial and finds that there was a valid gas safety certificate in place during much of the period of the tenancy. The tribunal finds the applicants’ deposit was for a period unprotected due to an innocent mistake and this was rectified promptly. The applicants accept the deposit was returned in full two weeks after they vacated the Property. … The tribunal finds the respondent is a long-term professional landlord who should have made himself aware of the licensing requirements but failed to do so. … The tribunal finds the applicants were notified in September 2021 of the respondent’s monthly maintenance visits on 24/48-hour notice and that the respondent’s acts of letting himself into the Property were limited and caused some annoyance but did not amount to harassment. …

An extract from the part of the decision that sets the amount. To keep people's names out, any sentence that might contain one is left out (marked …). The full reasons are in the original decision.
