From the tribunal's reasons on the amount

reasonable excuse for the default and the time when that objectively reasonable excuse ceased. In doing so, it should take into account the experience and other relevant attributes of the taxpayer and the situation in which the taxpayer found himself at the relevant time or times. It might assist the FTT, in this context, to ask itself the question "was what the taxpayer did (or omitted to do or believed) objectively reasonable for this taxpayer in those circumstances?" 32. We are also encouraged to consider the fact that some requirements of the law (such as whether a selective licensing scheme is in force) are less well known than others. Nevertheless, that does not mean that a Respondent’s stated ignorance about selective licensing will always amount to a reasonable excuse. … That was a case in which the landlord positively asserted that he had made (albeit inadequate) efforts to find out. In the present case, the Respondent did not give evidence of any attempts to find out about licensing or other requirements. … In our judgment, that increases on him the obligation to make himself aware of local requirements in Haringey. Because he lives so far away from the Property, he would have known that he could not rely on having local Haringey knowledge and that should have encouraged him to have made extra efforts to find out for himself. …
