From the tribunal's reasons on the amount
In this case we have, with respect to him, a sensible landlord who acknowledges that ignorance of the law is no excuse and he should have applied for a licence earlier that he did. It is now established law that the starting point is to order repayment of the whole amount paid in rent for the relevant period i.e. in this case, when an offence was being committed. The decisions referred to above also make it very clear that the 3 matters to be taken into account as set out in section 44 of the 2016, must be considered before fixing an amount to be repaid. … There was an alarm and smoke detector in the lounge although there were none anywhere else and there were no fire doors. … The most serious problem is in respect of the rat/mouse infestation. The fact that efforts were made to resolve the situation is noted but despite a number of visits to the property from the managing agents and others, the situation was not speedily resolved and the Tribunal does consider that this is serious. … The implied suggestion by the Respondent that deductions should be made to cover managing agents’ fees, pest control and a 1 month notice of termination are not relevant. …
An extract from the part of the decision that sets the amount. To keep people's names out, any sentence that might contain one is left out (marked …). The full reasons are in the original decision.
