From the tribunal's reasons on the amount

requires them to do to bring a property up to the required standard and, in particular, object to matters being raised about which the occupiers have not complained. … If a landlord does not apply for a licence, the audit process never happens. … The prospect of such savings is a powerful incentive not to get licensed. Not getting licensed means that important health and safety requirements may get missed, to the possible serious detriment of any occupiers. … Further, under section 44(4) of the 2016 Act, in determining the amount of the RRO the Tribunal must, in particular, take into account the conduct of the respective parties, the financial circumstances of the landlord, and whether the landlord has at any time been convicted of any of the relevant offences. … (b) No gas safety certificate was provided on moving in. (c) The Respondents failed to maintain the property. … (d) Despite being advertised as 'fully furnished', the Second Applicant found it did not meet that description when he first moved in – some tenants did not have beds for the first few days, and there was no washing machine or Wi-Fi on moving in. (e) The back door did not close properly, posing a security risk and allowing cold draughts. (f) The kitchen didn't have any skirting boards, which contributed to sightings of rats in the kitchen. …

An extract from the part of the decision that sets the amount. To keep people's names out, any sentence that might contain one is left out (marked …). The full reasons are in the original decision.
