From the tribunal's reasons on the amount

When asked in evidence whether any element of that sum represented a payment for utilities that only benefited the tenant, the Respondent produced a document relating to television licensing which (i) had not been served in accordance with the Tribunal’s Directions and (ii) in any event, did not evidence any payment made by the Respondent for a utility. Accordingly, the Tribunal is not satisfied in the balance of probabilities on the basis of the evidence presented at the hearing that any sum falls to be subtracted on account of utilities which only benefited the tenant. … Offences under the 1977 Act are at the more serious end of the scale when compared with other types of offence in respect of which an RRO can be made. These can include, for example, failing to submit a timely application for a selective licence. … Compared with other examples of relevant housing offences under the 1977 Act, the direct, in person, threat to throw the Applicant out of the Property is more serious than some 1977 Act offences which do not involve these factors. However, as stressed by the Respondent during the hearing, it is also less serious than forcible physical ejection (which could include factors such as personal injury and/or the destruction of personal belongings). …
