From the tribunal's reasons on the amount
harassment. Firstly we should state we do not accept on the evidence that there was any link between the incidents to make them a campaign of harassment. In our judgment they are all individual incidents. As the Applicant herself accepted they were irritating. We are not satisfied they amount to any campaign of harassment. … It follows therefore that the claim for a rent repayment order must fail as no offence has been committed. Conclusion. The Tribunal declines to make a rent repayment order on the basis it was not satisfied beyond reasonable doubt that any relevant offence had been committed by the Respondent.
An extract from the part of the decision that sets the amount. To keep people's names out, any sentence that might contain one is left out (marked …). The full reasons are in the original decision.
