From the tribunal's valuation
Relying on its own expert, general knowledge of rental values in the area, and the comparables provided by the Landlord, the Tribunal considers that the market rental of the subject Property modernised and in tenantable repair would be in the region of £600 pcm. This is the rent we would expect the property to let for in the open market if it was in the same general condition as the comparable properties including having white goods and curtains provided by the landlord. … The Tribunal notes the disrepairs and tenant’s improvements but does not consider these to have an appreciable effect on the rent. The disrepairs would be addressed to a large extent by modernisation. From the level of rent at paragraph 15 above, the Tribunal has made an adjustment for necessary modernisation.
